The objective is to support the six UAs to develop and implementing a Financial Management System (FMS) that supports their business growth objectives. A key component of technical assistance is facilitating the shift from cash-based to accrual-based accounting and reporting.
Key tasks include assessing the capacity and capability of the existing finance UA staff to identify development needs and prepare a capacity-building plan to enhance the operation of the accounting and finance framework. Provide guidance on the rapid assessment to establish a baseline as part of inception activities. This includes; Review of the Chart of Accounts, Draft Policies, Procedures, Manuals, and Enterprise Management or resources planning systems (ERP).
