The key scope of the assignment includes providing technical assistance support to the three municipalities to implement investment promotion strategies to fund commercially bankable climate-resilient infrastructure and value chain projects. Most importantly, the project is expected to strengthen the capacity at the municipality level to plan better for urbanisation, support policy and legislative changes to enable greater private sector-led growth, raise investment for critical bankable, climate-resilient infrastructure and value chain projects, create climate-resilient jobs, and improve rural links with larger markets that were previously difficult to access.
Other tasks involve developing a scoring criterion to screen investor-friendly projects, structuring phases of the project execution, assessing the hardware and systems required to set up the value chain-specific projects, and advising to achieve low carbon standards in the construction and production processes.
