Feasibility study and transaction advisory services for the Proposed Pwani University Teaching and Referral Hospital in Kilifi, Kenya

The Transaction Advisor (TA) is principally tasked with undertaking a Feasibility Study of the proposed 2000-bed Teaching and Referral Hospital on a 60-acre project site next to Pwani University, which will also include a Centre of Excellence in Health Management and Research, a Tropical Medicine Centre, a Centre for Telemedicine, and Informatics Unit. Based on the feasibility of delivery through a PPP mode, the TA will advance it to the procurement stage through the provision of the necessary support to the Government of Kenya through the PPP Unit.

The key scope of the assignment includes the assessment of the availability of main utilities for the site (water, power, sewage, wastewater), including accessibility to existing bulk utility networks, consultations with municipality/county/utility providers to understand developments and possibilities to expand availability, concept design of (private/on-site) solutions for the provision of power, water and wastewater treatment/sewerage for the site, and cost estimates of the utility solutions.

As part of environmental and social risk scanning, the scope covered preliminary assessment of any site-specific environmental or social issues, identification of impact receptors, vulnerable population, resettlement or rehabilitation of Project Affected People (PAP), and necessary compliances and mitigation measures to be adopted.
