The assignment forms part of the appraisal of a prospective investment project in the pre-primary education sector. The outcome of this assignment is expected to provide vital input and advice in preparing for the project’s readiness for implementation by the Ministry of Education (MINEDUC). In addition, the outputs of this assignment will include defining the selection and prioritization of the EIB’s potential investment and preparation of environment and social due diligence framework documents that will guide the project implementation.
The key scope of the assignment includes (a) assessing and critically reviewing proposals to improve the infrastructure and recommend a prioritization for investment; (b) determining the market or demand-supply, technical, operational, social, environmental, financial, and economic viability of the project; (c) providing information on the appropriateness and contribution of the project to the national socio-economic development plan and sector policies and expenditure plans; (d) providing expert advice and capacity building to MINEDUC in its core functions.
